NOTICE of PUBLIC HEARING
The Village of Poland Board of Trustees will hold a Public Hearing March 3, 2020, 6:00 p.m. at the Town of Russia Municipal Building, 8916 North Main Street, Poland NY. The hearing is to discuss the proposed amendment to the Village of Poland’s Zoning Regulations to allow for a Planned Business District.
A Local Law to Regulate the Disposal of Waste to Provide an Efficient and Orderly Collection.
Local Law No. 1 of 2019
Be it enacted by the Village Board of Trustees, of the Village of Poland as follows:
The purpose of this Local Law is to protect public health and safety; and provide for efficient and orderly collection of waste.
(a) Garbage – disposable material generated from a household including trash and putrescible waste.
(b) Recyclables – paper, cardboard, plastic, metal, glass and the like generated from a household.
3. PACKAGING OF GARBAGE AND REQUIRED CONTAINERS
(a) The owner or occupier of premises must have all garbage that is to be collected packaged securely and placed in a container with a lid.
(b) Recyclables must be loose and in a separate designated recycling container with a lid.
4. PLACEMENT OF CONTAINERS FOR COLLECTION; REMOVAL FROM CURB
(a) Containers shall be placed at the curb between the hours of 3:00 p.m. on the afternoon before collection, and 6:00 a.m. the day of collection.
(b) Empty containers must be removed from the curb no later than 8:00 p.m. the day of collection.
Only garbage generated within the village limits shall be picked up. The Use of pick up services for disposal of items originating outside of the Village of Poland is prohibited.
The following penalties are imposed for any violation of this law:
1st offense – Warning issued
2nd offense - $25.00 fine
3rd offense - $100.00 fine
4th offense - $100.00 - $500.00 fine
There is to be NO parking of vehicles between
the hours of 9:00 p.m. to 8:00 a.m.
on streets in the Village of Poland between
November 1st and April 1st.
This includes the parking areas along Main Street on both sides of the street.
This will allow snow removal personnel and equipment to be able to do their job efficiently, without parked vehicles hampering the snow removal process. This has been a problem each year in the past, so we hope to avoid writing letters to violators, or having parking tickets issued. Everyone's cooperation is truly appreciated. Thank You.

Reminder to Village Residents:
Burning leaves and trash is prohibited statewide.
Open burning is Prohibited in the Village of Poland Year -Round.
The only exception is a small cooking fire, which cannot be left unattended
and must be fully extinguished.

The Village Board Meetings are held the second Tuesday of every month at 7:00 pm. Meetings are held at the Village Office, 9 Case Street and are open to the public.

Herkimer County Office for the Aging
Need Trasportation to the grocery store or to run errands?
The Herkimer County Office for the Aging will be providing transportation in the Poland, Middleville, Newport and Ohio areas
on the 1st and 3rd Tuesdsays of the Month.
The van will pick up riders at their homes and take them to Herkimer to shop and run errands.

The Village of Poland has a complaint form available to anyone who has a village related complaint to report. The form is available at the Village Office or on the Village website. On the homepage, click Departments and under Village Office you will find the document. Once the form is complete you can return it to the Village Office or Email to email@example.com Once the form is recieved, it will be reviewed by the Village Board and promptly handled.

If you need a Recycle Emblem for your covered container,

9 Case Street during open hours.
Plastic "store bags" are not recyclable.
Please do not put them in your recycle container.
Please put them in your regular garbage bag.
Left Over Express has expressed concern
about these "plastic store bags" being put in the recycle containers.

If you live on South Main Street in the village of Poland, and you reside in the Town of Newport (which is from the Community Baptist Church of Poland towards Newport) and you have a dog, your dog needs to have a current license. If you need a current license for your dog(s), please stop down to the Newport Town Barn and we can resolve it. It is a New York State law that all dogs have a current rabies vaccination, and current dog license.
